This blessing was based on Israel not worshipping idols (v. 1) and keeping the Sabbath (v. 2). Observing the Sabbath was acknowledging God's work and man's inability to save himself. These two things are still important – have no other idols, that is, have no other basis for our self-esteem other than being a child of God and acknowledge our inability to save ourselves

(From Constable's Commentary) "However vowing is a natural desire of people who love God or want things from God."
God does not require his people to make vows. But having a made a vow God wants people of integrity who keep their word and do what they say even if it cost them.
