v.1 Now the first covenant had regulations for worship and also an earthly sanctuary.
This chapter compares the first covenant with the new covenant:
The first covenant was earthly (v.1); it was a copy (v.24); it wasn’t accessible by everyone (v.7); it was temporary (v.8); it was external (v.10). It was inadequate.
The new covenant was heavenly – is not a part of this creation (v.11); it wasn’t a shadow – perfect tabernacle (v.11); it was accessible by everyone – to bring salvation to those who are waiting for him (v.28); it was permanent – once for all (v.12); it was internal – cleanse our consciences (v.14). It was completely adequate.

Even in the OT God provided forgiveness of sins committed in ignorance. Now Jesus is our high priest and he has made an offering for all sins including those we have committed in ignorance. How complete, how full is our salvation!

The blood of goats and calves only ever brought temporal relief but Jesus “adequately paid for the redemption of all people forever” (Constable).
