The Sabbaths were a sign. It is the Lord that makes them holy. They were not made holy by keeping the Sabbath.
No doubt the Israelites worked seven days a week as Egyptians slaves now God was insisting they rest one day a week which was suppose to be a blessing. They were to trust him to meet their needs for that day.

(From Constable's Commentary) The transformation that Moses experienced as a result of his close fellowship with God showed in his physical appearance, particularly on his face (cf. Matt. 17:1-3). This change made the other Israelites uncomfortable around him. The evidence of his close relationship with God convicted them.
