God seems to have a bad habit of leaving his best people in prisons (eg Joseph). But maybe they became God's best people through the process of spending time in prison.

So the priest and elders employ a lawyer named Tertulls. But the Jews from Asia (v.19) who started all the problems are not present.
These Jews who claim Paul does not abide by the law of Moses don't abide by it themselves – conducting unfair trials and trying to kill Paul.
Nevertheless Paul focused on the real issue (v.21) and used every opportunity to speak about Christ.
