Even while David was hiding from Saul, the people recognize that David was destined to become their leader. God provided the right people at the right time, to support David, including his mighty men (v. 10-47)

Let us bring the ark of our God back to us, for we did not inquire of[g] it[h] during the reign of Saul.” The whole assembly agreed to do this, because it seemed right to all the people.

David's elevation was for the benefit of Israel. Hiram was, "acknowledging Israel's and David's political influence in the region" (From the Voice—translation of the Bible).
